African operators of drinking water services and sanitation services face two gaps: the service gap and the finance gap. IT-based technology supports monitoring and data acquisition using mobile network operators’ skills or services for electronic payment and banking. IT solutions on the other hand secure revenues that largely mitigate investor risks and open ways for the private finance of CAPEX (capital expenditures).
